there are sooooo many adds on the internet and quite frankly im sick and tired of them, any website i go to i can't have no more then 12 bra adds pop up and 9 "would you like to download this?" its been on my nerve for a very long time and i really think there should be order in the internet, where you can't just paste anything on while kids are on the internet. its time we spoke up and show that this is becoming a serious problem!!! and we need to speak up!!!!!!!!

Yeah seriously, it floods the internet system's connection on my computers so everything works slower. If i'm not gonna pay attention to them-- they shouldnt be there.
Look at it from the webmaster's side too though. Allowing advertising is how they make the money to pay for their domain, hosting, and content. If a site's giving you so many popup ads, it's not a very good site in my opinion. That's just intrusive. I refuse to use sites that bombard me with popups. Find different places to go. Not all websites do that and many don't have popups at all. Sidebar ads are far less annoying. I'm betting you're going to music and icon sites aimed at young people. They are the worst.
Alternatively get yourself an ad blocker and you won't see them. Do you use Firefox browser? It has an add-on called AdBlocker Plus.
And run a virus scan. You could have a virus that's creating these popups which say do you want to download this. For goodness sake, don't click on those ones. If you don't have a virus scanner on your computer, you can download a free one from http://www.malwarebytes.org/ which will both scan and remove any infections.

I consider all ads, no matter what, to be made with malicious intent, outright lies, and skipping around the law. I block all of them, encourage others to block them, and I have absolutely no regrets about it whatsoever.
I use NoScript and Adblock Plus, I've not seen an ad in years.
