I don't think that's true. Just because you don't own a dog doesn't mean you can't recognize a pile of steaming dog poop when you see it. Same with books. You don't need to be into a certain genre to say if a book's good or bad. It's a personal opinion. Maybe not as well-informed as someone's who is into it, but still an opinion. That's what they boil down to: one person's thoughts. They don't automatically give poor ones just because it's not their favorite kind of book.
